College of Health and Medical Technologies/Al-Dour
The College of Health and Medical Technologies / is committed to supporting students with disabilities and special needs, and to creating a university learning environment that takes their needs into account and ensures equal opportunities and active participation in the educational process, in accordance with the legislation, laws, and regulations in force in the Republic of Iraq and those of the Ministry of Higher Education and Scientific Research.
First: Legal Basis
The rights of students with disabilities and special needs are based on the Law on the Rights of Persons with Disabilities and Special Needs No. (38) of 2013, as amended by Law No. (11) of 2024, which aims to protect the rights of persons with disabilities and special needs, promote their inclusion in society, and provide them with appropriate opportunities in the educational, health, social, and other sectors.
Second: The Right to Education
Relevant legislation and regulations ensure that persons with disabilities and special needs have access to educational opportunities, thereby contributing to the development of their academic and cognitive abilities and preparing them to participate actively in society.
Educational institutions are committed, within the limits of their capabilities and in accordance with applicable regulations, to providing accommodations that help students continue their university studies and ensure they are not subjected to discrimination on the basis of disability or special needs.
Third: Accommodations within the University Environment
The college is committed to providing appropriate accommodations for students with special needs based on the nature of each case, including:
- Facilitating access to classrooms and university facilities.
- Addressing the needs of students with mobility challenges.
- Providing suitable classrooms in easily accessible locations whenever the situation requires it.
- Providing all possible academic and administrative accommodations that do not conflict with the academic requirements of the courses.
- Accommodating students’ needs during exams in accordance with approved guidelines and regulations.
- Facilitating students’ access to university services and guidance.
Fourth: Financial Exemptions and Accommodations
The College implements the decisions and instructions issued by the Ministry of Higher Education and Scientific Research and the Northern Technical University regarding financial exemptions, reductions, and accommodations provided to students with disabilities and special needs, in accordance with the categories and regulations in effect for each academic year.
Fifth: The Principle of Equal Opportunity and Non-Discrimination
The College affirms the importance of treating all students on the basis of equality and equal opportunity, without discrimination on the basis of disability, and of working to provide a supportive university environment that preserves students’ dignity and privacy and encourages them to participate in academic, cultural, and social activities.
Sixth: Mechanism for Requesting Accommodations
Students who require special accommodations may consult the relevant department at the college and submit a request detailing the nature of their needs, accompanied by the required official documents or reports as needed, so that their case can be reviewed and appropriate accommodations determined in accordance with current regulations and the college’s capabilities.
